48 states plus Washington, D.C. are winner take all. So, you could have all of them by winning each one by one vote. That’s 49 votes.
Maine and Nebraska have two and three Congressional districts, respectively. Their system is that there’s one electoral vote for each district and two more for the overall winner of the state so you’d need to win each district by one so that’s another five votes total.
Out of the millions of votes cast, it is theoretically possible for a candidate to win by only 54 votes and still have the electoral map look like this:

Why is this important? Because it shows how completely ridiculous the media’s meme that “this is a verrrrrry close race” is. If a complete landslide victory can be obtained by only 54 votes, “close” in the national numbers means absolutely nothing.
In 2004 ~120 million votes were cast. 54 votes in that number is a 0.000044% margin. Sorta makes Senator Obama’s 3-12% margin seem gargantuan, doesn’t it?
